SVADA, Swedish Water Data Lab – a data space for water data
Creation and facilitation of a series of workshops following the DSSC Blueprint V3 recommendations for setting up a data space. Proof of concept in which a supplier shares data with the City of Gothenburg through a real data space. Demo (in Swedish).

RISE – City as a Platform, Smart City Lab, Smart City Transformation Lab, CitcomAI
Expert in information management and data sharing. Led the MIM network of Swedish cities, analysed the EU Digital Decade for cities and leads the development of MIM6 Securing Data in OASC.

City of Örebro – studies on high-value datasets and open data
Interpreted the EU implementing act and the Swedish Open Data Act together with SKR/SALAR (the Swedish organization for cities and regions) and seven or eight other organisations in a series of workshops.

A culture shift towards openness, an assessment of nine metadata management solutions and techniques for publishing geodata that follow standards.

Lantmäteriet – high-value datasets
Open data expert in the government mandate on the benefits and costs of publishing high-value datasets.

ÖDIS and NSÖD – municipal open data in collaboration
Processes, specifications, licensing and training for 26 cities, later scaled nationally. Basis for Digg’s guidance and recommendations on procuring data for all of the public sector in Sweden.

Digg – national principles and guidance for open data for the public sector
Principles and guidance, dataportal.se, Digg’s community and a proposal for an open data action plan to the government.

Swedish Internet Foundation and GOTO10 – open data workshops
Eleven public workshops in 2017, 2020 and 2022. Participants’ rating for Björn as a speaker: 4.7 out of 5.

Swedish EPA and Sida – environmental information in Kosovo
Support to Kosovo’s environmental protection agency based on INSPIRE and the Aarhus Convention, including a CKAN-based metadata portal and visualizing open data.
2016–
Swedish Environmental Protection Agency – information management and open data
Project manager for a Vinnova project on a generic open data process and a maturity model for information management, then the government mandate “Digital First” and internal training.
