About Björn

Almost 30 years where information, technology and organisations meet

I started with the web at the County Administrative Board of Örebro in 1997. At the City of Örebro I was web strategist and later e-strategist, and got the city started with open data. Örebro became the Swedish city with the second most open data published.

At the Swedish e-Government Delegation I was responsible for web development and open data at national level. There I created the national web guidelines and the national guidance on re-use of public sector information, and helped develop the guidance on needs-driven development.

Since 2016 I have run Hagström Consulting, working almost exclusively with the public sector. Today my focus is on data spaces and MIMs, in Sweden and in European cooperation.

How I work

Start with needs. Work together. Leave capability behind.

Needs first

I find out what data users and the organisation actually need before we choose technology or processes.

Shared knowledge

Workshops where several organisations interpret requirements together – like the high-value datasets study where Örebro, SKR and seven or eight others got further as a group.

Lasting capability

Roles, routines, checklists and training, so the work continues after the assignment ends.

Independence

I am independent and sell no systems or licences. My advice starts from your needs, not a supplier’s.
