Open data that gets used – not just published
Since 2009 I have helped cities, regions and government agencies start publishing open data, do it the same way and meet the requirements of the Swedish Open Data Act and the EU rules on high-value datasets.
01 — Why it matters
The requirements are here. The value comes when someone uses the data.
The Open Data Act
The Swedish act on the public sector’s provision of data applies to municipalities, regions, agencies and publicly owned companies. It makes openness the default and gives a right to request data for re-use.
High-value datasets
The EU implementing act says certain data – including geospatial, environmental, statistical and company data – must be open, free of charge, machine-readable and available via API. It has applied since June 2024.
It’s an organisational question
Technology is rarely the hard part. What decides it is mandate, roles, routines and dialogue with the people who use the data.
02 — What I have done
What I have done
Digg (2019–2020) – principles, guidance, dataportal.se and an open data action plan for the government.
Lantmäteriet – expert in the government mandate on high-value datasets.
City of Örebro (2024) – studies on high-value datasets and open data, with SKR and seven or eight other organisations.
ÖDIS and NSÖD (2018–2022) – 26 cities publishing the same way, the basis for Digg’s guidance and recommendations on procuring data.
City of Karlstad – an action plan and ways of working for open data.
City of Varberg (2024) – metadata catalogues, routines and a culture of openness.
Swedish EPA, Swedish Enforcement Authority, City of Gothenburg and Sambruk (2016–2017) – getting started: organisation, process, templates and shared specifications.
